Application to CEN for the Establishment of a CEN Committee for "CO2 capture, transportation, utilization, storage and carbon accounting"


The Dutch standardisation institute NEN is proposing to CEN the establishment of a new Technical Committee (CEN/TC) on the topic of CO2 capture, transport, utilisation, storage and CO2 accounting (CCUS).

The proposed CEN/TC for CCUS will deal with standardisation activities in the area of capture, transport, utilisation and storage of carbon dioxide (CO2) (CCUS), as well as activities in the area of carbon accounting. The aim is to cover the entire lifecycle of CCUS projects (e.g. design, construction/installation, commissioning, operation/use, inspection and maintenance, decommissioning/end of life). The CEN/TC will also address discipline-specific (occupational) health, safety and environmental aspects, risk management, life cycle assessment, CO2 composition and measurement, quantification and verification, as well as monitoring.

Furthermore, the new CEN/TC on CCUS is intended to develop a CO2 accounting system built on established calculation methods, frameworks and chain-of-custody models. This will enable clear, reliable and transparent business-to-business, business-to-government and business-to-consumer communication regarding the trade of CO2 and potentially other greenhouse gases, whether physical (e.g. CO2 as a commodity/raw material) or administrative (e.g. emission credits, carbon removal obligations).

To date, standardisation activities at the international level have been taking place within the framework of ISO/TC 265 "Carbon Dioxide Capture, Transport, and Geological Storage". The proposed new CEN/TC on CCUS aims to adopt a number of existing ISO/TC 265 standards and to develop its own documents tailored to the needs of European stakeholders.

Due to its subject matter and proposed work programme, this founding application has been referred to Committee 226, Instruments for Environmental Management, which, in accordance with the ÖNORM 2022 rules of procedure, is responsible for determining the Austrian position on the basis of comments received, and will take on the role of mirror committee upon a positive decision at CEN level.
