Imagine an international research report were to be published soon, intended to summarise the current state of scientific knowledge on the health risks of smoking and the prevention of addiction hazards. Would you expect this publication to give a boost to non-smoker protection?

Probably not. The dangers of smoking have been known for years and decades. New facts, or rather the confirmation of long-established links between smoking and cancer, are unlikely to lead to any additional mobilisation for health protection.
