The involvement of citizen groups in flood risk management: new roles and responsibilities in climate change adaptation


Flood events, such as those in 2002, 2005, 2013 or 2017 in Austria, raise the question of how society can prepare for increasing flood risk. In particular, soil sealing, intensive agricultural use, the decline of riparian forests, climate change, etc. have intensified the flooding problem in Austria (Blöschl et al. 2017; Meißl et al. 2017).
