Policy Brief: Climate protection as an essential public service - Guidelines for the governance of societal transformation

Policy Brief on the ACRP project RefGovCC.AT


Since climate policy to date has largely remained ineffective, new approaches to governance are needed. It is the political responsibility of the state to set the framework conditions that guide societal development towards longer-term, sustainable paths.

Actors from business and civil society are responsible for making substantial contributions to climate protection. Climate change poses a wide range of global and regional challenges, the management of which entails far-reaching societal transformation.

The conflicts of interest and objectives that arise from this require negotiation and balancing processes aimed at preventing the formation of entrenched camps of actual or perceived losers and winners.
