Over 300 researchers, artists and students from 16 universities, the Federal Institute of Geology (GBA), the Climate Change Centre Austria (CCCA) and the student association forum n spent three years (2019–2021) developing around 150 options and approximately 1,000 measures for achieving the SDGs, compiling them into a comprehensive report.

As part of the CCCA sponsorship for SDG 13, the following eleven options were authored by more than 30 researchers from 11 different research institutions:
- Option 13.1: Eco-social CO2 tax reform
- Option 13.2: Evaluation and expansion of existing heat protection plans
- Option 13.3: Long-term securing of water supply for urban greening measures to maintain the cooling function, particularly during heat and drought periods
- Option 13.4: Highly efficient energy services as a contribution to climate protection
- Option 13.5: Enabling climate litigation (climate liability law)
- Option 13.6: Correct and committed implementation of the new EU legislative acts relating to energy and climate
- Option 13.7: Monitoring and effectiveness analysis of (Austrian contributions to) international climate finance
- Option 13.8: Digitalisation in support of climate targets
- Option 13.9: Bioeconomy as a contribution to climate protection
- Option 13.10: Climate protection-oriented spatial planning
- Option 13.11: Nature-compatible carbon storage
