The measures available in klima2go come from a range of different areas and are all freely available online. On one hand, there are measures that have been developed and published by relevant scientific researchers (marked in the database with "W"); on the other hand, measures are included that were created by civil society initiatives (with scientific accompaniment or advisory input) (marked in the database with "G"). Additionally, klima2go also contains measures from the field of politics/administration, provided these were developed with the involvement of scientific expertise or are considered recommendable or effective from a scientific perspective (marked in the database with "P").

National Energy and Climate Plan (NEKP) for Austria - Scientific Assessment of the Measures Proposed in the 2023 Consultation

In this CCCA project, the measures proposed by a total of 100 institutions as part of the public consultation on the current draft of the NEKP (2021–2023) were assessed on the basis of scientific findings. The aim of the project was to estimate and classify the potential of additional greenhouse gas reduction measures relating to the year 2030 that are not yet included in the draft NEKP — quantitatively represented in the "with existing measures" (WEM) and, in particular, "with additional measures" (WAM) scenarios of the Umweltbundesamt (UBA). The measures were divided into three priority levels. The highest-priority measures are already included in klima2go. The inclusion of priority 2 measures is currently being planned. Priority 3 measures were classified by the authors as measures that are not recommended, either because they do not serve climate protection or because they have significant negative side effects/impacts on the environment or society.

Statement by Scientists on the Draft Integrated National Energy and Climate Plan for Austria (Period 2021–2030)

As part of the update of the National Energy and Climate Plan (NEKP), a public consultation took place until 30 August 2023, during which interest groups, ministries, federal states, political parties, the scientific community, and civil society organisations had eight weeks to submit written comments on the consultation draft of the NEKP. Under the umbrella of the Climate Change Centre Austria (CCCA), around 50 scientists authored this statement.

Reference Plan as the Basis for a Scientifically Sound National Energy and Climate Plan for Austria in Line with the Paris Climate Targets (Ref-NEKP) 

The Reference Plan as the basis for a scientifically sound National Energy and Climate Plan for Austria in line with the Paris climate targets (Ref-NEKP) sets out possible implementation pathways through which Austria can achieve its fair and adequate contribution to the Paris climate targets. Under the auspices of the Climate Change Centre Austria (CCCA), the Austrian Academy of Sciences, the University of Natural Resources and Life Sciences, the University of Graz, and the Vienna University of Economics and Business prepared this comprehensive report. The Ref-NEKP comprises the following documents: Executive Summary (September 2019), Vision 2050 and Implementation Pathways (November 2019), and the Full Volume (November 2019).

UniNEtZ – Future Building Blocks

Building on the UniNEtZ options from the first UniNEtZ phase and numerous activities centred around a "transdisciplinary dialogue with various stakeholder groups", the Future Building Blocks were developed in the second UniNEtZ phase. These are grounded in scientific findings but also go beyond them in their concrete formulation. These Future Building Blocks contribute to the transformation of society towards sustainability. Through them, the current state of research across various relevant disciplines is to be made accessible in a way that allows direct engagement in political and social discourses. The approximately 80 Future Building Blocks are thematically assigned to 9 transformation fields: 1. Human and societal wellbeing, 2. Global environmental commons, 3. Sustainable and equitable economy, 4. Material and energy cycles, 5. Food and food production, 6. Urban and rural spatial development, 7. Education and research, 8. Democracy and governance, 9. Digitalisation

Austria's Options for Implementing the UN 2030 Agenda for a Liveable Future (UniNEtZ – Universities and Sustainable Development Goals)

UniNEtZ is an Austria-wide, cross-university project dealing with the implementation of the 17 Sustainable Development Goals (SDGs) in Austria. In the first project phase (2019–2022), around 150 action options containing approximately 950 measures were developed by 19 partner institutions for the implementation of the UN 2030 Agenda for a liveable future. These were handed over to the Austrian federal government in March 2022. An option consists of a bundle of coordinated measures that only achieve their desired effect when working together. The individual measures must therefore always be considered in the context of all measures within an option in order to have their full impact.

Integrated National Energy and Climate Plan for Austria, Period 2021 – 2023 (Draft for Public Consultation)

Through the National Energy and Climate Plan (NEKP), all EU member states set out their path towards achieving their EU energy and climate targets. The aim is to present the energy and climate policies of EU member states in a comparable way, coordinate them with one another, and have reliable monitoring in place for achieving the EU's energy and climate targets for 2030. A key basis of the NEKP is the so-called WAM scenario (with additional measures). This calculates, on the basis of all adopted and already planned measures, how much greenhouse gas reduction would be achieved if they were actually implemented. From this, it's possible to work out what further measures are still needed. In summer 2023, interest groups, ministries, federal states, political parties, the scientific community, and civil society organisations had the opportunity to submit written comments on the consultation draft of the NEKP.

Important note: The measures in klima2go refer to the draft for public consultation 2023. This is no longer available online in this form, as it was revised on the basis of the submissions received (see the statement by scientists on the draft of the integrated national energy and climate plan for Austria).

Citizens' Climate Council – Together for the Climate 2022

The Citizens' Climate Council came about as a result of the climate referendum, which was launched in June 2020 and supported by almost 400,000 people. Active participation in climate protection measures by the Austrian population was a core demand. The Climate Council was made up of randomly selected citizens from across Austrian society. Together, measures were developed for the action areas of energy, housing, mobility, consumption and production, food, and land use. Participants were supported by scientists from various disciplines, who contributed the latest state of research. The results were presented to the Austrian federal government in 2022. The aim of the Climate Council is to help shape the climate future and achieve a climate-healthy Austria.
